Performance Measurement and Reporting

Health Care Quality Program (HCQP)
In 1998, Rhode Island passed a law (Rhode Island General Law 23-17.17) that requires the public release, or “public reporting,” of information about the quality of care in all licensed healthcare facilities. This law includes releasing information about patient satisfaction and clinical performance, or outcomes, like pain. Since the law’s passage, the Department of Health has reported information for the following healthcare providers:
This information helps people compare different healthcare providers
and choose among them. The Frequently Asked Questions can help you
understand how the Department chooses what information to release and
how you can use it.
Recently, the law expanded to include reporting information about
physicians. As a result, the Department of Health is now reporting information
about physicians’ use of electronic medical records and electronic
prescribing, or “e-prescribing."
The 11th Annual Report details work completed during Fiscal Year (FY) 2009, between July 1, 2008 and June 30, 2009. During this period, the Program reported data for home health agencies, hospitals, nursing homes, and physicians. Notably, during FY 2009, Rhode Island was the first state in the nation to report individual-level measures of health information technology adoption for all licensed physicians. The Program also expanded to include hospital-acquired infections, as a result of recent legislation, and hospital pressure ulcer care processes
