Office of Drinking Water QualityRevolving Loan FundWhat the Rhode Island Department of Health does for the Drinking Water State Revolving Fund (DWSRF) The Rhode Island Department of Health Office of Drinking Water Quality (HEALTH) is designated as the primacy agency for the Safe Drinking Water Act and in conjunction with the Rhode Island Clean Water Finance Agency administers of the DWSRF. HEALTH is responsible for establishing assistance priorities; assisting in the development of the Intended Use Plan; establishing project priority lists; determining project eligibility; performing technical project reviews; monitoring construction; and determining and implementing set-aside programs. Additionally, HEALTH takes great pride in providing (within our capabilities) technical and administrative assistance to water systems applying for a DWSRF loan.
American Recovery and Reinvestment Act Grant Funds
Under the American Recovery and Reinvestment Act (ARRA) of 2009 the Environmental Protection Agency (EPA) will award and administer State Revolving Fund Capitalization Grants to the states. Rhode Island stands to receive approximately $19.5 million in the Drinking Water State Revolving Loan Fund (DWSRF) program. This is a "one time" grant that is in addition to the annual DWSRF program funds.Funds are destined for drinking water system improvement projects throughout the State, as outlined below. The remaining funds will go toward administrative costs of the grant.
