Drinking Water Operator Certification Program

Certificate Renewal Requirements

A summary of the requirements for renewing certificates is outlined below. Certificate renewal requirements are specified in Section 11.0 of the Rules and Regulations Pertaining to the Certification of Public Drinking Water Supply Treatment and Public Water Supply Transmission and Distribution Operators, R23-65-DWQ.

1. Work Requirements.

  • To renew any grade or classification of certificate, the applicant shall have been actively working in the area of his/her certification for at least twenty percent (20%) of the time.

2. Education/Training Requirements.

  • To renew a certificate, an applicant must complete a specific number of Training Contact Hours. The hours required for each class of certification are specified below.

Note: One (1) continuing education unit (CEU) equals ten (10) training contact hours.
OIT = Operator In Training status FULL = Full Certification status

  • All courses MUST be approved by the Certification Board. A list of approved courses can be obtained from the Department of Health, Office of Drinking Water Quality at 222-6867.
  • All training courses MUST be performed between the date the certificate is issued and the date the certificate expires.
  • The same training courses may be used as credit towards renewing multiple certificates (i.e. an operator certified in both treatment and distribution). Example: An operator with a full class 1 distribution and a full class 1 treatment certificates, both of which were issued on July 20, 2006, will only be required to complete a total of 15 hours of training by July 20, 2009.
  • Operators must complete 50% or more of their required training contact hours in technical areas directly related to the operations of the water system employing them and may complete no more than 25% each, in the areas of health/safety and supervisory skills.
  • Operators are responsible for maintaining records for all training courses attended. At such time when the operator is applying to renew a certificate, and upon the request of the Board, a copy of each course certificate and/or transcript must be made available for review.
  • Failure to meet these requirements or to furnish the required information will constitute grounds for refusal to renew.
