Asbestos Control Program

Licensing And Certification

The basis of effective and high quality asbestos hazard logo identification and abatement projects lies in the excellence of the asbestos professionals and businesses performing the work. To achieve this end, the Rhode Island Asbestos Control Program operates a comprehensive licensing and certification program.

Our program is recognized by the US Environmental Protection Agency (EPA) as being consistent with the Model Accreditation Plan contained in 40CFR763 Appendix C, with our program receiving waiver status with the US EPA in 1989. In addition, Rhode Island is a signatory of the Consortium of Northeast States (CONES) Reciprocity Memorandum of Agreement. This agreement allows for reciprocal recognition of asbestos training by providers certified by member states of CONES.

Rhode Island issues licenses for Asbestos Abatement Contractors, Site Supervisors and Workers, and certifications for Asbestos Training Providers, Competent Persons, Analytical Services and Consultants for the categories of Inspection, Project Designer and Management Planner Services. Detailed requirements and fees for licensure and certification are contained in the Rhode Island Rules and Regulations for Asbestos Control (R23-24.5ASB) Sections B and D respectively. All licensing and certification activities are conducted at our office located at:

Our normal office hours are 10 AM to noon and 1 to 3:00 PM, Monday-Friday. All applications should be mailed to the above address.
