Information Regarding Rhode Island becoming a Compact State

Effective July 1, 2008 RI will be part of the Nurse Licensure Compact (NLC).

The Compact is based upon the state of your legal residence.  The Compact allows nurses to have one license in their state of residency and allows them to practice in any state that is also a member of the Nurse Licensure Compact without having to obtain another license in that state.

Please review the information below to determine what category you fit into.  Once that is determined click on the link to obtain the information you will need regarding Rhode Island licensure.

PLEASE NOTE: This compact is for Registered Nurses (RN) and Licensed Practical Nurses (LPN).  None of the advanced practice licenses are  part of this compact and all state regulations and requirements apply.

1.     I have never been licensed in Rhode Island.

2.     I already have a license in Rhode Island. (regardless of it's status, ie. inactive, expired, etc...)

Never been licensed in Rhode Island


If you have never been licensed in Rhode Island please follow the steps below

  1. Determine your primary state of legal residency.
     
  2. If your primary state of legal residency is Rhode Island and you have never been licensed in any state or if you are a recent graduate you must apply for Rhode Island licensure.  To obtain an application please click HERE.
     
  3. If your primary state of legal residency is already a member of the Nurse Licensure Compact  you already hold a multi-state license and can practice in Rhode Island without having to apply.  Please click HERE to view the current list of states that are members of the Compact. Your employer must contact Nursys to verify licensure.
     
  4. If your primary state of legal residency is NOT a member of the Nurse Licensure Compact and you wish to practice in Rhode Island then you must apply for a Rhode Island license.  To obtain an application please click HERE.

 

Already have a license in Rhode Island


If you already have a license in Rhode Island please follow the steps below to determine what you need to do to be re-licensed or to be able to continue to practice in Rhode Island.

        Determine your primary state of legal residency.

Primary state of legal residency is Rhode Island:

  • If your primary state of legal residency is Rhode Island then you will just need to renew your Rhode Island license every 2 years and you will be allowed to practice in any state that is a member of the Nurse Licensure Compact.  Renewal information will be sent to you 90 days prior to your expiration.

Primary state of legal residency is a member of the Nurse Licensure Compact:

  • If your primary state of legal residency is a member of the Nurse Licensure Compact  you must hold an active license in your primary state of residency in order to continue to practice in Rhode Island.  Please click HERE to view the current list of states that are members of the Compact.

    All licensees that have primary residency in a Compact state will no longer have an active license to practice in Rhode Island effective July 1, 2008.  You must obtain licensure in your primary state of legal residency before you can practice in Rhode Island.

Primary state of legal residency is NOT a member of the Nurse Licensure Compact:

  • If your primary state of legal residency is NOT a member of the Nurse Licensure Compact and you wish to practice in Rhode Island then you must continue to renew your Rhode Island license every 2 years.  Renewal information will be sent out 90 days prior to your expiration.

 

Glossary of Terms

 
  • Primary State of Legal Residency - Primary state of residence is defined as "the state of a person's declared fixed permanent and principal home or domicile for legal purposes."  Sources used as evidence of primary state of residence may include, but are not limited to driver's license, federal income tax return, military payroll documents and voter registration.
     
  • Nurse Licensure Compact - An agreement between the Rhode Island Board of Nurse Registration and Nursing Education and the NCSBN to allow a multi-state license to be issued to RN's and LPN's that practice in the member states.  Please click HERE for states that are in the Compact.
     
  • Single State License - A single state license is a RN or LPN license issued by the State of Rhode Island to those whose primary state of legal residence is in a Non-Compact state.  This license allows you to practice in Rhode Island only.
     
  • Multi-State License - A multi-state license is a RN or LPN license issued by the primary state of legal residency that is part of the Nurse Licensure Compact and allows you to work in any Compact state without having to obtain a separate license in each state, providing your legal residency does not change and that you do not have any disciplinary action.
