Recruitment and Selection
Recruitment
After a decision is made to recruit for a new or vacant position, the following process is utilized. Vacancy notices are sent to other state departments, minority organizations, and to state colleges, universities, community colleges, and vocational / technical schools. However, additional recruitment efforts are initiated in the case of a non-union position with no existing civil service list or when contractual obligations have been fulfilled for unionized positions. Recruitment activities may include advertisements in newspapers and/or journals, posting on the internet, networking with private employers, contacting members of the minority communities, and other accepted practices.
Applicants interested in applying for a specific position should submit a resume and / or a completed form # CS-14 (which can be obtained at the Department of Health or the Department of Administration) to:

Selection
- If the vacant position is part of a certified bargaining unit (governed by a union contract), then the relevant union contractual provisions will be followed.
- If the vacant position has a certified civil service list related to it (a list of employees that are qualified for the job in the State's civil service system), then the provisions of the Merit System Law will be followed.
- If the position is not part of a certified bargaining unit nor is related to a certified civil service list, or if the vacancy is designed for a "special contract employee," (a short-term worker who receives salary but no regular employment benefits) then a multi-step selection process will occur. Steps may include:
- Review of resume and other credentials with respect to the specific requirements of the vacancy.
- The most qualified applicants will then be identified for an interview.
- Qualified applicants will be interviewed by a team within the respective division or office.
- Some vacancies may require a second interview.
- Reference checks will be conducted.
- BCI checks will be conducted.
- Final candidate will be selected
