Coordinated Health Care Planning and Accountability Council

Mission

To develop and promote studies, advisory opinions and a unified health plan on the state's health care delivery and financing system.

What we do

  • Conduct a data-driven, participatory and goal-oriented health planning process
  • Assess population healthcare needs, health services supply, and utilization
  • Review optional models of healthcare delivery
  • Develop a process for establishing appropriate supply and allocation of resources to meet population needs effectively, efficiently and affordably
  • Make recommendations to the Governor and General Assembly

To assist the Council with meeting its charge, the Director of Health appointed a subcommittee to prepare a plan of action for the Council to conduct its work. The subcommittee had a broad and diverse membership and worked diligently over six months to complete the report. The report, published on March 30, 2007, and entitled, 2007 Coordinated Health Planning Report, had three major findings:

  1. Health Care System Transformation-The health care system has not and will not transform without a robust, collaborative, health planning process
  2. Health Planning Capacity- The State does not have sufficient capacity to establish a comprehensive planning process
  3. Authority- The state does have the authority to establish a health planning process; however, additional authority is recommended to implement the process as envisioned in the report

In addition to the above findings the Report recommends a vision, values, principles and Objectives for planning, e.g.,

Vision: “ Every Rhode Islander should have access to high quality, affordable health care, delivered at the most appropriate time and place.”
